You will need a heap of oven cleaner to do what you want to do. Its a lot milder than the industrial stripper you buy from the auto shop. Go to your local paint shop and buy four litres. Make sure you get a pack of single edged razor blades and a scraper to suit them. Also get some rubber gloves as this stuff burns your skin. Make sure you do it outside and wear a proper mask. Keep a bucket of water nearby. If you get any on you just dowse yourself down straight away.
It might take a few applications to get back to the metal.
Once you have most of the paint and bog out. Wash the whole surface down with water to neutralise the stripper. If you have a circular sander you can get clean and strip discs. They sort of look like woven plastic. They get the rest off without scoring the metal. If you don't have one of them use an orbital sander with say 100 grit paper. Its not a fun job and it takes ages.
be carefull you don't get the panels too hot or you might warp them

I've only ever used it for plastic models and gauges. Doesn't damage the plastic but it will take off your fingerprints  make sure you wear gloves it's not the best thing on skin.
