excuse me for possibly being dumb, but do i understand correctly this is a general national guidline then the states have their own requirements that may go on top of this ?

Yes that is correct. It is to be used in conjunction with any rules and regulations that have been enacted by the jurisdiction governing where you want to license and ultimately drive your mild to wild creation :)

Each section states this at the beginning.
My 6yr old daughter said
