I have managed to get my hands on a bonnet bird, and found the section with all the drilling measurements. Does the bird have a rubber gasket under it, or get mounted straight onto the paint?

straight on mate, although there is nothing stopping you from making some small pads or even a bit of clear contact or the like to protect your paint from abrading under the budgie.
I started with nothing and still have most of it left.
