I can only see an FB there, unless the cop owns an EK and is taking out his pent up aggression, and sexual frustration, at the owner of the FB parked between the HR and the XA F@@@ !?
Then again he may not even be a cop
He looks more than a bit like an officer from a European totalitarian regime in the late 1930's to mid 40's lol.
