ACCELERATOR PUMP STROKE MEASUREMENT

Something doesn't seem right when I'm measuring accel. fuel pump stroke distance....if im measuring correctly!?

I have 3 pics

Do i measure the difference when the pump is fully extended (when the throttle is fully closed) and when the slack is taken up (throttle slightly opened) this is when the pump moves down without any resistance or when the throttle is fully opened and the pump moves all the way down down against the pump spring pressure?

If the later is the case I am way way out of limitation?
