stuck towbar bolts

stuck towbar bolts
taking the towbar off it looks like the nut inside the panel has given out so the bolt is just spinning and not undoing panel beater said just to cut the bolt head off to get the towbar off that solves the problem of getting the towbar off but then how do I get the bolt out if I want to put the towbar back on again after paint and panel? I'm sure there's a solution but I can't think of it

Alison just cut the bolt. It shouldnt be a captive nut so you should be able to replace the nut and bolt no problems. Even if it is a captive nut get your beater to weld a new one in.
