Can anybody identify this?

Hi, A freind of mine has shared this pic of a taxi with me and mentioned that her father inlaw used to drive it back in the day. They are both in their 60's so it's an old photo. She is interested in knowing what sort of car this is, I know someone here will recognise it. My guess is 30's Chev?

Its a 38 &*#@ standard, different front sheetmetal to 38 deluxe.
