cut out or patch over? (rust)

hi guys, hoping for a little advice for a first time (wouldbe) restorer. I have a spot on my ute that im repairing at the mo that is like swiss cheese, its in a spot thats hard to cut out (only the rusty bit) without taking the whole section (least for me) another problem is removing the steel i need to weld to as I`m also a newb (wouldbe) welder

Someone told me to just fill in the holes but its thin in parts and it sounds especially bodgy,the question is.... is it going to cause problems if i patch over the "holy metal" (in the future from steel cancer) or do i need to cut it all out (somehow) and start a fresh..
any opinion is a good opinion so thx in advance
