Flaring steel brake lines

Hi all.
Has anyone had any expereince in flaring 3/16' steel brake lines? I'm told that in shortening existing lines or making new ones they have a tendency to split when flaring because the steel tubing has not been drawn. Has anyone struck this and if so, is there a way around it?
Also has anyone used the Lisle double flaring tool and can you recommend it?
