Patch sealing bare metal

My son's long term project is in the garage and he's obviously keen to start, great to see seeing as he's only 11. Obviously he's got a few years before he can drive it on the road, so that plan is to tackle small areas over a period of time.
Once I have cut the rust and welded new metal in, what is the best DIY way to seal up the repairs? I have heard normal primer is porous and will allow the metal to rust, I don't have the equipment (or cash) for 2 pack paints.
