I would assume the first number is an ID number as explained , the bottom number would be the sequential engine number ???

Some more Googling shows that the second number is the VIN. It's a late model Chev (post-1972), so has the VIN on the block too.
Suspect it is
12L163427 or 13L163427
1 = Chevrolet.
2 = 1982 or 3 = 1983 assembly.
L = Van Nuys, California assembly plant.
163427 = vehicle serial number.

Hey Harv seeing you seem to be able to find a lot of stuff about Chevs can you decipher the engine number on my 307 I think it is an Aussie engine number 30744078 and then just up to the right of that number is K11 22

11 = 11th Month (November)
22 = 22nd day (of November)

44078 = serial number of engine
The GMH Chevs:
307 prefix for 307ci HK and HT Holdens
327xxxxxTxxxxH5 for 327ci HK first style
327xxxxxKxxxxH for 327ci HK second style
11QU prefix for 350ci HQ Statesman
350 prefix for very early 350ci HT Holdens
350M prefix for 350ci HT and HG manual Holdens.
350A predix for HT and HG auto Holdens.
QU prefix for HQ 350ci other than Statesman.

McKinnon Industries . . . I know that name from somewhere.
They made all the Delco-Remy electrical parts for 48/215s. I think there was an "Empire tariff" scheme which made it cheaper to import from Canada rather than the USA.

The second number (ICL163427) is unusual... perhaps a Police restamp?

Finally got round to fitting the fancy ‘zorst tips. Always liked the look of fishtails, but couldn’t find any other than the pea-shooter size. These fit the 2.5” pipes beautifully, and are made by Vance and Hines to suit Harley (if some big bugger shows up on a bike looking for his exhaust tips, tell him you haven’t seen me

The old wheels were crapping me... the chrome dress rims had pitted despite very little exposure to weather, and the fancy Commodore chromed centres were peeling.

They fit the same as a dress rim. Lots of little “teeth” inside that grab the steel rim.
