I worked in a panel shop for years as a beater although Ive painted plenty of cars myself and the old mans a painter. Cant say I have ever painted with the cheaper paints like protec but your problem is usually caused by bad prep or not enough baking time. How long did you bake it and at what temp?
Just a tip people when purchasing automotive paints, if your looking for a good finish that will last forever and need very little after paint care spend a little more and get a quality paint. De beer paint is very reasonably priced and give a great lasting finish if you cant afford to get something like Glasurit.

ive used protec for over 20 years and only ever had that problem once when i used 706 over another brand of primer, apart from that ive had no problems at all,
i use protec parafill primer blocked with 600wet ( i dont like the epotec primer its too shiny after blocking) wash off primer with clean water and blow dry, and then wax & grease remove the surface then wipe dry with a dry cloth as i go then let dry for a good 20min to make sure there is no trace of wax & grease remover,
then i apply the base coat and leave it for 30 to 45 min to flash off (i do not sand the base coat unless there is an inperfection then quick recoat before clear) then clear with zircon or car master clear. if im using fine line tape for a design ect then i use minimum amount of coats to avoid paint build up on the tape edge i also leve basecoat for 1 hour to flash off before i peel the fine line tape.
the tape must be peeled back on itself to leave a clean edge. do not peel it upwards from the panel or it will lift the paint. by the way its complete bullshit that protec is cheap crap paint, i have plenty of paint jobs ive done in protec over 20 years ago that still look fantastic, no blisters no peeling ect and are just as shiny as the day i painted them.
