Swap the airhorn between the carbs. Could be that the airhorn is distorted, and that when you snug it down that it is flexing the bowl. Unlikely, though the EE Strommies (98's) were reknowned for it.

I have the problem replicating with the air horn off now playing with the float. I'm going to replace the needle and seat again.

Changed needle and seat with one from the manky grey motor carb. Problem didn't replicate with top off. Bumped idle to about 850rpm. Needed to fuel up. Went for a spin up old Willunga hill. Pulls nice in top. Back in the shed idling for 5 minutes no issue. Just need to see how it goes and hopefully c ask back off the idle. Both carbs have the rubber tipped needles now. When they came from reco they were brass.

Fingers crossed.

it's actually good news that it is happening with the air horn off because now you have a chance to see what is happening...so was the bowl overfilling?

Yes, sporadically. It seems a bit like the slightly jittery idle at 500rpm was making the needle and seat valve leak. Hence replaced with rubber one and increased idle speed.

500RPM does sound to be a bit of a low idle speed ??
I started with nothing and still have most of it left.

Dunno where the carb rebuilder found the brass-tipped needles... the kits have been viton-tipped for a long while.

Minor leak from gearbox, ignored.

Minor discharge from diff breather, ignored.

Tierod adjuster tube driver side, outer thread has play, leading to slight steering linkage play, ignored!

Indicator tell-tale blinking driver side for passenger indicators (earthing issue?), ignored.
