IS THERE A FUTURE FOR POST 1948 MODIFIED VEHICLES?
As I said in the posting FB rego weight - 26/01/08 (have a read) I would follow up on issues regarding authorities and the crap they put us through to gain approval in principal for modifications.
Their little orange books on specifications must have been compiled on ‘hear say’ as they are far from accurate.
To gain approval for the 5 litre, I gathered as much info as possible RE: Weights. Including advertisements, one of which was an actual G.M.H. advert showing the kerb weight of an EK ute at 1114kg and an EK van at 1141kg.
As mentioned before, rim size’s are an issue but they have admitted it need’s to be addressed, as 1.3 times original size is pitiful if under 5.5 inches.
Vehicle track is another issue they will not budge on. Manufacturers track plus 25mm and that’s it, regardless of suspension design.
The rules are being changed on a regular basis and without any info as to what is happening, we are watching our future of the modified vehicle being eroded away with out any concern.
“I cannot emphasise how serious this is.” If your planning a build in a year or two you may be surprised on what you will be allowed.
Editors of all the magazines should be taking a strong stance on this action, as should business owners of aftermarket, performance and trades related industries. If you are into post 1948 it’s time to have a long hard think before the door is slammed in our faces.
Think I’m getting excited over nothing? Then start talking to others. Especially here in W.A.
Take a look at what is already taking place under the broad umbrella of hoon laws! And the media feed on it, they love it. Like it or not if you drive a modified vehicle then you are already associated with the hoon category. Anyway lets keep on track here.
I firmly believe that a federation similar to the Australian Street Rod Federation should be organised to deal with the issues that we have. Initially to cope with the post 1948 to 1972 sector (due to A.D.R.’s coming into place in 72) Then once that is administered, vehicles under ADR regulations could be dealt with, as that would be far more complex.
When I aired my concern and the need for a body to monitor changes, I was told by a representative of the technical section of D.P.I. they would be happy to look at the implementation of such a body.
Somehow, amongst all the other shit I load on myself (too many projects) I intend to contact the A.S.R.F. and make inquiries as to what paths were taken during the A.S.R.F.’s infancy regarding negotiations with the then motor registery.
Also a circular should be sent to all editors of relevant magazines. – SO – anyone out there have a way with putting words to paper and a fire in their guts to help maintain their passion for modified cars?
Have a look at the freedom pre 48 vehicle owners enjoy. I’m not saying all their approvals should be applicable to post 48 vehicles but at least allow us to improve our vehicles providing we maintain safe perimeters.
QLD, NSW and VIC somehow have a little more relaxed outlook, yet we are one nation – Go Figure!
I believe W.A. Tasmania and S.A. come under a common guide line which I think is Tassy based. Good luck trying to drive a NSW registered EH with a blown 327 over the border. If they call Victorians Mexicans then that would make us Inca Indians, Right?
Seriously though I like to think my son who is 15 and already has 3.5 k saved toward his first chariot is going to be able to enjoy a little freedom of choice as all Australians should.
Don’t let the government take away this lifestyle without us even knowing.
To quote a paragraph from the standard front page of the reply for approval in principal “Policy regarding vehicle modifications is constantly under review and should a vehicle alteration previously granted, be deemed unsatisfactory or abused by the owner, approval will be withdrawn.”

No expert here but most states seem to gain thier modification rules from the Department of Road Transport and Safety (DOTARS ) and then tweek them to suit themselves.I think the site is www.dotars.gov.au or something like that

I live in the ACT and have had all sorts of issues getting my track right on my FJ Ute. I was only allowed to go 25mm outside original - (remember kingpin original front end) .
I have a HR front end in and now that it is 23 mm outside original (FJ specs) it is now under track for a HR.
I don't think much thought has gone into this they have picked a number from the sky or there ass.

hey there liegh was going to ask how youv been but judging by your thread ill make my own assumptions mate iv been a member of the asrf for 13 or so years and believe me when i say theres been alot of behind the scenes work to get our licencing system to where it is today when i first started in rods some 20 years ago the rules were very different but with constant hard work by some very dedicated people we are now able to build cars leagaly with some fairly radical mods .youv seen my chopped ute its heavily modified and 100% street leagle but if i were to try and build that car today the authoritys would tell me im dreaming so in that im very lucky i have spoken in depth with trevor from perth street car many times about this subject and he did spend alot of time enquiring about change but as you said the rules are constantly changing .i would still love to be involved in trying to establish a code of which we could build cars similar to that of our rod system just say the word mate and im right behind you

Thanks for your support Paul, nice to see at least one response from W.A. We "WILL" make some inroads as to some control over post 48 vehicles.
BUT IT WOULD BE NICE IF MORE SANDGROPERS STOPPED SITTING ON THEIR HANDS AND SHOWED SOME INTEREST.
At this point in time it would appear that W.A., Tassy and S.A. have the most to lose.

can you explain in simpler terms for us youngins?
you trying to say that you cant upgrade a front end so its safer, or upgrade the motor to something more reliable? Maybe even upgrade the brakes?
so then we have to drive around like bloody restorers?????? (no offence to the restorers) Every time I am forced to drive our little honda jazz i feel as if i am loosing testosterone and gaining estrogen! Bubbles do that too you!

Leigh count me in 100%, im right with ya mate on this one. this is an extremely important issue we have here that needs to be addressed asap. leigh and myself have discussed this issue many times, but it is now becoming crunch time. ive known leigh a very long time and i can assure you all, this issue will NOT fall by the wayside if leigh has anything to do with it. he is a very determined person and will keep this thing on track.
so people please dont think that this will be a wasted effort as me and leigh are very passionate about this topic, and all efforts will be made to sort through this mess and try and secure some sort of future for our type of cars.
the freedom we have always had in this country is slipping away very very fast, this freedom i am talking about includes our motoring interests
i cannot stress enough how important it is to start putting a system in place now to ensure we have a solid future for our older cars.
i work in the motor trade as a performance engine builder and i am starting to see and hear some very disturbing things about changes that have already been made, and that are still to be made. basically there are people in high places that just do not want our old standard or modified cars on the road, and the more they brainwash the public about old cars and associating hoon type behavior with these types of cars the easier it will be to eventually outlaw them, and again with the help of the media make themselves look good for doing so in the public eye.
the current laws regarding modified vehicles is a joke, they give with one hand and take with the other. eg: yes you can have a 5litre v8 in your ek but you cant have any wider than a 7inch rim. and you must retain the leaf spring rear suspension, no 4 link type suspensions like a torana or HX holden as these 4 link type suspensions are a drag racing orientated design. i think they are a little confused between 4 link and ladder bar, lol.
this is the mentality we are dealing with in these licencing departments.
aside from all this there are other issues that will have some affect also on our motoring future, coming into force in the near future are much tighter regulations in the motor vehicle reapair industry, some new regulations will already be in force by july next year.
SO, how does this affect you? you might say?
very soon along with these new regulations a registered mechanic will be issued with a card with their details and id photo on it. this card will allow them to buy parts such as brake pads and steering components. without this card you cannot buy these items. the parts will no longer be available to the public over the counter. so guess what? you wont be able to fix your own cars brakes ect. (remember the freedom thing) you will have to take it to a mechanic that is registered under the new regulations. ok some of you might say thats ok as you used to be a qualified mechanic for living. heres the thing though, if say for aguments sake you havent worked as a mechanic for 10-15 years you have to provide proof of the mechanical work you used to do so you can then register yourself under the new regulations. if you dont provide this proof and register you are no longer considered qualified by law.
so if you can't walk in off the street and buy brake pads and steering components ect. how do you build or restore your own car in the shed at home. so then people get jacked off and get rid of their old cars because its too hard. which creates less demand for parts for that car. guess what they stop making that part for that car. real problem then hey?

I have my heart in what your saying kelleigh54 and where your heading , and I feel we are years behind already , my old man is a hotrodder and to see what he gets away with when using a HR front end and 9 inch in a car that weighs the same as what Im building with the same components is rediculous.
what with atleast 6 custom projects and a list of parts like air bag suspension ,blower and large wheels all sitting on the shelves overshadowed by big question marks imposed by authorities (bumlickendogooders) Id like the freedom to continue what I love.
I still recall the full rego on original/repro chassis scare...

just a quick note guys be aware that reno has and is moving into a semi retirment with the dta in welshpool the guy replacing him is named graham parks as mentioned i licenced my car in 2005 working closly with reno and an engineer named dan petic (these 2 guys have been friends for years) there were many issues that my engineer was happy to fight for ie the hieght of the chop 4 bar rear end tubbs 10s and 6s brake booster set up ect ect with out this working agreement i would never be able to licence that car under current laws and remember that was only 2005 not that long ago be assured im working on it will keep you updated on this forum if thats ok with you blacky as a moderator

I can't really give too much hard advice on what you can and can't get away with, but from my experience in talking to guys who have had a LOT to do with hot rod rego, not just here but over east as well, is go through the right channels and be sensible about it.
Remember, you're dealing with the public service and one of the main problems seems to have always been people moving up/sideways in their careers. Usually the new bloke wants you to go through everything again, from square one!
It can be done though, as what street machiners are facing now is what hot rodders were faced with in the late-60s. The threat of not being able to drive the cars they had worked so hard for.
Basically, it's bullshit, and in the immortal words of Frank 'Choco' Munday: "It's our right to drive whatever car we want. It's their job [the authorities] to HELP us do it."
It seems 'they' don't see it that way.
Provided the modifications you do to the car are well engineered and executed correctly, it shouldn't be a problem. I guess what they are trying to avoid is people modifying cars so that they are unsafe (none of us want that). Problem is, they take the broad sweep approach and just try and cut it out all together.
I figured the best way to approach the 'problem' is to be educated, and I don't mean by reading trashy car magazines , I'm currently studying at Edith Cowan Uni, and although I won't be a full-on mechanical engineer and able to sign off on all sorts of crazy modifications, I should at least be able to figure out what's right and what's wrong - and more importantly - WHY!
Street Machiners definitely need to get ORGANISED though.
The other solution - and the one I'm going to take - is build a hot rod.
